En varaktigt låg inkomststandard innebär att inkomsterna det senaste
året och minst två av de tre föregående åren inte räcker till de nödvändigaste
utgifterna (baskonsumtion enligt riksnormen, t ex livsmedel, kläder, boende,
hushållsel, hemförsäkring och barnomsorg). Resultaten avser befolkning 25 år och äldre. Övriga Europa innefattar även f.d. Sovjetunionen.
